So whichever spec has all of those skilled players will naturally get a bump in results. Some members of the community want to play the strongest spec, and they also tend to be min-maxers who optimize rotation and play on the cutting edge. The actual numbers people use to gauge balance are based on actual players not simulators. There are some specializations on the low end which are getting buffs in 7.1 to be competitive. Likely there are more tweaks before and after 7.1. Many moving pieces and more work to do this is an ongoing process.
